This occurred after I applied a whole string of action sets, pressed apply and then interact.

Did you try closing the app and opening it again?

I close and open the software again probably twenty times a day because of error codes over an eight hour period. I probably get 30 errors in a day total. I can always get it to work again...except for changing layers using the management tool on the bottom left. That seems to be a permanent error.

I send you these error reports because I assume they are helpful for you in fixing the errors, not because I'm stuck. Is that assumption correct? Let me know if there is a better way to relay the information.

Just a little bit more information would help tremendously. Specifically when you said you were applied a whole string of action sets, could you verify that you were in the Action Set Manager and specifically did this error come up when you clicked "Apply"?  If so, can you give us a quick idea of what action sets you were setting up.
